Lex Reynolds Adoption and Permanency Trust Fund – Call for Applications

2017 Full and Research Grants

The Victoria Foundation is now accepting applications for funding through the Lex Reynolds Adoption and Permanency Trust Fund for projects in support of adoption and permanency-related initiatives in British Columbia that address one or more of the following goals: 

1. Permanency, Lifelong Connections, and Successful Transitions for Youth in Care

The ideal goal for children and youth in continuing care of the Ministry of Children and Family Development is legal permanency.  However, for various reasons legal permanency may not be possible, in which case innovative programs are needed to build lifelong connections that help youth transition into successful adulthood.

Therefore, the Trust Fund is particularly interested in supporting innovative programs that create awareness of the various forms of permanency as important steps towards successful adulthood. Such programs should be focused on all youth ages 12-18 who are currently in care.

2. Legal and Cultural Permanency for Aboriginal Children and Youth in Care

Aboriginal children and youth form the majority of those in care. Therefore, there is a need for innovative programs that recruit Aboriginal families who are able to provide legal, cultural, or other forms of permanency. The Fund is seeking applications which either propose such programs or propose research into the processes that will lead to the creation of such programs.

3. Enhance the understanding of adoption and permanency-related issues through innovative research that involves partnerships between the adoptive and academic communities.

Of particular interest to the Trust Fund are evidence-based research initiatives that focus on increasing the number of children or youth living with permanent families or the prevention of the disruption of permanent placements involving children or youth in care or formerly in care.

Value

Individual grants up to $20,000 each are available under this funding program.

Eligibility

The Trust Fund welcomes applications from charities and organizations across the province of British Columbia.  Applicants do not have to be registered charities and applications from other associations and small groups are welcome.

To be eligible for a grant, your organization and project must meet the following criteria:

?          Our organization does not have an overdue report or an ongoing grant from a past application at the Victoria Foundation.

?          Our organization is located in the province of British Columbia.

?          Funding for our project is not required before December 2016.

NOTE:  Applications for direct support to individual families are not accepted.

Review Process

Grant applications will be reviewed by Victoria Foundation staff and the Trust Fund’s Advisory Committee. We may contact you to ask further questions, seek information, seek an interview with your representative or request a site visit. 

All applicants will be notified of grant approvals or denials by November 20, 2016 for projects commencing in 2017.

Trust Fund Background

In 2003 an independent trust fund was established by the BC Ministry of Children and Family Development to help British Columbia’s children and youth awaiting adoption or other permanent connections. The fund is a permanent endowment with annual proceeds distributed to support organizations and individuals in finding and maintaining lifelong connections for children and youth in BC families.  The fund is named in honour of the late Lex Reynolds.

The Adoption Council of Canada (ACC) supported the inception of the trust fund and is responsible for recruiting members of its Advisory Committee which reviews and approves applications for project funding. The Victoria Foundation is the Trustee of the fund and provides administrative support. 

Purpose

The purpose of the Lex Reynolds Adoption and Permanency Trust Fund (the “Trust Fund”) is to offer a range of grants: 

  • to help support healthy permanent placements;
  • to encourage innovative research, projects and initiatives;
  • to develop a higher level of awareness of permanency options in our communities;
  • to facilitate adoption programs and services within BC.

The Trust Fund undertakes two separate granting processes each year – “Micro-Grants” of $2,000 each are awarded in the spring, and Full & Research Grants of up to $20,000 are awarded in the fall.
