Each year, dozens of students in school leadership classes, youth advisory committees, clubs and more participate in the Vital Youth Program. Centered on engaging local youth in the world of philanthropy, the Victoria Foundation partners with local schools to deliver the program.

Established in 2003, the Victoria Foundation is excited to celebrate the 20th year of this program.

How does the Vital Youth Program work? 

The Victoria Foundation allocates $3,000 to each student committee, comprised of students grades 9 and above, to recommend grants to registered charities of their choice on southern Vancouver Island. An additional $500 is invested in the school’s permanent endowment fund held at the Victoria Foundation. As this investment grows, it continues to generate interest for future granting. But the program goes far beyond simply distributing funds.

Learning how values intersect with community issues 

Using Victoria’s Vital Signs community report produced by the Victoria Foundation, the United Nations Sustainable Development Goals and the Truth and Reconciliation Commission of Canada: Calls to Action as tools, students learn about issues impacting our community, including gender equality, reconciliation, climate change, mental health and more. Through these lenses, students also explore their values, experiences and passions. They help identify what is most important to them and how they intersect with community issues and philanthropy.

Student committees then decide which issue area(s) they would like to support before researching local charities supporting work in those areas. To learn more about their operations, students meet with charity staff and conduct interviews. Once they have completed this extensive process, they decide as a group which charity to recommend for funding.

Importance of Youth Philanthropy 

Providing and facilitating experiences with philanthropy empowers youth to support our community. It helps them identify how their passions intersect with critical issues impacting our region. It also helps them discover the unique ways they can make a difference by donating their time, talent and treasure to a cause that is important to them. And these experiences may even inspire them to practice philanthropy and support their communities throughout their lives.

Shifting Power

In many ways, the Vital Youth program shifts power to youth by placing funding decisions in their hands. Participants make informed decisions about which charities to support and are also encouraged to think critically about the responsibility of granting through the lens of power and who holds it. Foundation staff hold the program’s container, share resources, facilitate connections and transfer knowledge. This allows youth to step into leadership roles and ultimately drive their own experiences with philanthropy.

The Founding of Vital Youth

The Vital Youth program was launched in 2003. Originally named ‘Students Who Care: Youth in Philanthropy’, it was modelled after a similar program at the Winnipeg Foundation.

Designed to engage students in philanthropy in three Victoria area high schools – including Belmont Secondary School, Victoria High School and Oak Bay High School – it focused on giving student groups a “unique hands-on, hearts-on and heads-on experience”. It also set out to create curiosity about the community. 12 schools across the region now participate in the Vital Youth Program.

Donors Make it Possible

The Honorary Governors program was first established in 1996 during the Victoria Foundation’s 60th year of operation. Under the distinguished leadership of Jane Rogers, the group aimed to raise the Foundation’s profile, served on committees, grew foundation assets and hosted social events. They also established the Millennium Fund which eventually focused their funding on the Vital Youth program. With just three schools participating in the early days of the program, the Honorary Governors developed the ‘adopt a school’ approach which increased the number of participating schools in our region.

The Vital Youth program would not be possible without the generous support of the Honorary Governors via their Millennium Fund along with many other generous donors. We acknowledge the generosity of these supporters who have directed funds to support the Vital Youth program in 2022/2023:
